Based on document review and staff interview, it was determined that the Hospital failed to ensure compliance with 42 CFR 489.24.
Findings include:
1. The Hospital failed to ensure that all patients who came to the Emergency Department (ED) were provided an appropriate medical screening examination. (A-2406)

Based on document review and staff interview, it was determined that in 1 of 25 (Pt #1) Emergency Department (ED) records reviewed, the Hospital failed to ensure that all patients who came to the Emergency Department (ED) were provided an appropriate medical screening examination.
Findings include:
1. Pt #1's record was reviewed throughout the survey. Pt #1 presented to the ED on 01/25/25 at 3:38 AM. Pt #1's chief complaint was history of a fall with a facial laceration. The record lacked a Medical Screening Exam (MSE). The record stated Pt #1 eloped at 6:00 AM.
2. The policy titled "Patient Care Policy/Procedure COBRA Compliance on Patient Screening and Transfer" (approved 1/21/2022) was reviewed 3/4/2025 and states, "All persons presenting to the Campus requesting treatment shall be provided a Medical Screening Evaluation (MSE) in the DED (Dedicated Emergency Department) to determine whether they suffer from an Emergency Medical Condition ("EMC") ..."
3. An interview was conducted with the Medical Doctor (MD/E #4) on 3/4/25 at 1:30 PM. E#4 reviewed the record of Pt #1 and verbally agreed there was no MSE completed. E#4 stated, 'I did not see (Pt#1) before they left."
