PATIENT RIGHTS: NOTICE OF RIGHTS

Based on document review and interview, the hospital did not comply with the Parent's Bill of Rights as required by New York Codes, Rules and Regulations (NYCRR), Title 10, 405.7. Specifically, 7 of 7 personnel/credentials files (Staff A - Staff G) lacked documentation of education and training about the Parents Bill of Rights. Additionally, the hospital did not have a policy and procedure (P&P) that addressed the Parent's Bill of Rights. This could lead to a lack of awareness of the rights of pediatric patients.

Findings include:

-- Review of personnel/credentials files on 8/28/19 revealed, Staff A, Psychosocial Coordinator, Staff B, Registered Nurse (RN), Staff C, RN, Staff D, Psychosocial Assessor, Staff E, Psychiatrist, Staff F, Physician and Staff G, Emergency Department Medical Director all lacked education and training about the Parents Bill of Rights.

-- During interview of Staff H, RN on 8/29/19 at 8:50 am, he/she stated the Parents Bill of Rights is posted in the emergency department (ED) but does not recall receiving any training or education pertaining to it.

-- During interview of Staff I, Hospital Educator on 8/29/19 at 9:35 am, he/she acknowledged the facility did not educate staff on the Parents Bill of Rights and did not have a P&P for the Parents Bill of Rights.
