Based on record reviews and interviews the Hospital failed to create policies and procedures to ensure patients are free from all forms of abuse, neglect and harassment.
The Surveyor interviewed the Employment Services Manager on 4/10/19 at 12:05 P.M. The Employment Services Manager said that although it is required to check the CORI of all new hires, the Hospital only checks for past disciplinary action of employees when Human Resources performs professional licensure verification. The Employment Services Manager said that if the employee does not require professional licensure for the position in which they are being hired, there is no other means of inquiring about past disciplinary action against employees who have past allegations of abuse in the healthcare setting.
The Surveyor interviewed the Chief Operating Officer for Compliance on 4/10/19 at 12:15 P.M. The Chief Operating Officer for Compliance said that the Hospital does not have a policy or procedure protocol to prevent abuse and neglect. The Chief Operating Officer for Compliance said there is no protocol in place that the Hospital follows to check for past violation of abuse or neglect of a newly hired employee. The Chief Operating Officer for Compliance said that although they do educate staff members at orientation upon hire on indicators of abuse and neglect, they do not have a protocol to check employees for a history of abuse or neglect prior to hiring and starting their respective positions.
