Based on observation and staff interview, the facility failed to provide exit access that is arranged so that exits are readily accessible at all times. The deficient practice renders the exiting obstructed and impeded to a full instant use, affecting egress traffic from one stair tower and from 2 smoke zones on the ground floor. Census at the time of the inspection is unknown.

Findings Include:

During the complaint inspection conducted on 7/19/2012 between 1:45 PM and 3:00 PM the following is observed:

1) Upon investigation, it is noted that a designated emergency exit has been obstructed by crossed caution tape and signage due to a crane operating beyond the exit discharge. The magnetic lock keypad had been disabled and signage was present stating "in case of non-fire emergency use pull station to exit" with an arrow pointing toward the fir alarm pull station. During discussion with the facility, the following corrections were made:
A) The facility agrees to reactivate keypad for egress.
B) The facility agrees to remove signage that states "in case of non-fire emergency use pull station to exit".
C) The facility agrees to provide a staff member, at the door, at all times, to deter non-emergency use if the door.
D) The facility agrees to send a request for review of the temporary egress plan to Kansas Fire Marshal for review.

Administrative staff A was present and acknowledged these findings.

NFPA STANDARD 7.2.1.5.1 "Doors shall be arranged to be opened readily from the egress side whenever the building is occupied. locks, if provided, shall not require the use of key, a tool, or special knowledge or effort for operation from the egress side."
