Based on document review, observation, and interview, the provider failed to ensure the generator providing back-up essential electrical service (EES) was maintained in accordance with NFPA 110 Standard for Emergency and Standby Power Systems. Findings include:
1. Document review at 8:30 a.m. on 5/4/16 of the annual generator inspection report prepared by Cummins Central Power dated 10/21/15 revealed a comment indicating the battery for the generator was outdated. Observation at 9:50 a.m. on 5/4/16 of the generator revealed the batteries for the generator were dated as being installed on March 2012. Batteries for the emergency power supply generator should be replaced every 24-30 months.
Interview with the plant operations at the time of the above observation confirmed that condition. He indicated he was unaware of the battery replacement requirement. He was also unaware the inspection company had made a comment indicating the batteries were out of date.
This deficiency has the potential to affect all occupants.
