Based on direct observation, the surveyor finds that the facility has locked doors at doors which are identified as exits.

Findings include:

1. On December 17, 2015, at 230 PM, with the facility Plant Operations Manager, A Regional Administrator and the general contractor for the fire alarm system project in attendance, the surveyor observed a pair of south doors marked as a required exit with an exit sign or of the Emergency Room Waiting Area. These doors had magnetic locking devices. The surveyor was told that the locks were delayed egress devices and that the doors would also release upon fire alarm activation.. The doors lacks signs indicating delayed egress in accordance with 7.2.1.6.1 of NFPA 72. The doors do not comply with 7,2,1,5. The new fire alarm devices installed in this area have not been tested in accordance with NFPA 72. No one knows whether the locks will release upon activation of the new detection devices installed. Failure comply with the locking and exit requirements of NFPA 101 could significantly delay evacuation of patients in a fire emergency.
