Based on observation, interview, and record review, the hospital failed to ensure the routine screening for visitors was performed upon entrance to the hospital to prevent and control the transmission of COVID-19 as per the Center for Disease Control and Prevention's (CDC) recommendations. This failure had the potential to pose a high risk for transmitting healthcare associated communicable diseases.
Findings:
Review of the CDC's guidelines titled Considerations for Health Screening for COVID-19 at Points of Entry showed the screening and triage of everyone entering a healthcare facility for signs and symptoms of COVID-19 remains an important strategy to identify those who could have COVID-19. The health screening also ensures that people entering their facility have proper face coverings (face mask) and apply the alcohol-based hand sanitizer (ABHR).
Review of the hospital's Policy and Procedure (P&P) titled Infection Control dated 7/1/20, showed visitors may be allowed in the facility subject to screening procedures, which may include a temperature screening. Employees will have an in-person screening (symptom and temperature screening) before entering the facility.
On 7/7/20 at 1330 hours, the surveyors entered the lobby of the hospital. The surveyors identified themselves to the security guard at the lobby desk and asked to see the administrative staff. The security guard notified the administrative staff but failed to perform the COVID-19 health screening for the surveyors before entering the hospital.
On 7/7/20 at 1630 hours, an interview was conducted with the Director of Quality and Patient Safety Officer. The Director of Quality and Patient Safety Officer stated the security guard in the lobby of the hospital should screen all the visitors that enter the hospital. The Director of Quality and Patient Safety Officer verified the finding.
