Based on a walk through tour of the facility during this onsite Complaint Investigation on 12/09/2010, with the plant operations supervisor and the administrator, it was observed that the facility had only one Master Alarm panel for the medical gas system. It was located at a 24 hour staffed position (ED). There was not one in the engineering office as required by NFPA 99 (2002) 5.1.9.2.1(1). There was a defective master alarm panel located in the biomedical shop (the former engineering office). the face plate was missing, and exposed wires with bare ends were noted. This defective and out of service panel and wiring shall be removed and wiring terminated properly. A new master is required at the new engineering office. It shall be installedc by a certified medical gas installer and certified/verified by an ASSE 6030 certified inspector, independent of the installing company.
