Based on observations and interviews the facility failed to have the required signage for patient's rights and Emergency Medical Treatment and Labor Act (EMTALA) within the adult emergency department.

The findings included:

Observations conducted in the facility's adult emergency department (ED) on February 10, 2014 from 1:18 p.m. to 1:58 p.m. did not reveal the facility had posted patient's rights and EMTALA requirements. The facility's adult ED did not have signage, to inform patients regarding their right to examination and treatment for emergency medical conditions and treatment for women in labor regardless of their ability to pay. The facility did not have signage that indicated whether or not the facility participated in the Medicaid program. The facility failed to post the required signage in their adult ED entrances, patient registration, waiting, treatment, or ambulance entrance areas.

Observations were conducted on February 11, 2014 at 8:15 a.m., with Staff #1 of the adult and pediatric emergency departments. The surveyor informed Staff #1 of the facility's failure to post the required patient's right and EMTALA signage. Staff #1 verified the facility did not have the required signage at adult ED walk-in entrance and ambulance entrance. Staff #1 verified the facility's failure to post the required signage in places likely to be noticed by all individuals waiting for examination and treatment.
