Based on observation and interview, the facility failed to properly store biohazardous medical waste that had been collected in two out of three outdoor areas where trash receptacles were observed (outside of patient care area and by loading dock).
Findings included:
On the morning of 5/13/2021 upon arrival to the facility, trash was observed to be laying on the ground on the south side of the building (the side where the main trash receptacles and loading dock was located).
Outside of a patient care area access door, a red biohazard back was observed laying on the ground. The bag was wet from the previous day's rain. When opened, the bag was found to contain used urine drug screen containers and other biohazard waste.
A red biohazard trashcan was observed by the loading dock area. The trashcan did not have a lid on it. The inside of can was observed to be between 1/3 to 1/2 full of water. At least two red plastic biohazard bags that contained had contents in them were observed in the water. Due to the possible hazards of contaminates in the water, the bags were not removed and opened to observe contents.
Both receptacles had been exposed to the elements and could have been accessed by hospital visitors or animals.
An interview was conducted with Staff #1 upon entrance to the facility for survey. Staff #1 stated she was not aware of the biohazardous trash that was unsecured and sitting out in the elements.
On the afternoon of 5/13/2021, an interview was conducted with Staff #4 and Staff #10. Staff #4 explained that contractors were replacing some flooring and had removed the items and placed items outside so they could work. Staff #10 confirmed that facility staff had not been assigned to monitor the work areas to ensure hospital property was being appropriately handled / stored.
