Based on observation and interviews the hospital failed to post signage likely to be noticed by all individuals entering the emergency department related to Section 1866 (a) (l) (N) (iii) of the Social Security Act, which specify the rights of individuals with EMC (Emergency Medical Conditions) and women in labor. Findings:

An observation was conducted on 12/2/14 at 12:15 p.m. of the Emergency Department (ED) entrance (front and ambulance), ED registration area, and ED waiting area. No signage was noted in these areas indicating the rights of individuals with Emergency Medical Conditions and women labor.

An interview was conducted with S2Risk Manager on 12/2/14 at 12:15 p.m. She verified there was no signage related to the rights of individuals with EMC or women in labor in the ED entrance (front and ambulance), ED registration area and ED waiting area. She reported there was signage present at one time, but since the new Emergency Department construction project started in 2012, she wasn't sure what happened to the signage.
