Based on observation and interview, it was determined that a battery-powered lighting system was not installed at the Generator Set Location or the Essential Transfer Switch locations. The failed practice had the potential to affect all facility patients and building operation due to the possibility of impeding rapid access to the equipment in the event of an Emergency Power System malfunction.
