Based on observations made on the morning of 12/22/2011 with the Senior Administrator, Northern Hospital Group [of ETMC] and the Maintenance Manager, the facility failed to assure that the Type I essential electrical system was in compliance with NFPA 70.
a. Generator Amenities
No function other than those listed in 517.32(A) through (G) shall be connected to the life safety branch. ... ... (E) Generator Set Location. Task illumination battery charger for emergency battery-powered lighting unit(s) and selected receptacles at the generator set location [Re: NFPA 70, National Electrical Code, 2002: ? 517.32(E).]
Findings: The emergency generator did not have these required amenities provided.
b. Battery Powered Lighting in Critical Areas
The operating rooms must be provided with battery powered lighting units that provide lighting in the event that regular lighting is dysfunctional, eg, the time period between the loss of normal lighting and the availability of generator powered lighting [Re: 25 TAC HLR, 2007: ?133.163(ee)(5)(A)(v)], [Re: NFPA 99, Health Care Facilities, 2002: ? 13.4.1.2.6.1(E)] and [Re: NFPA 70, National Electrical Code, 2002: ? 700.12(E).]
Findings: The staff advised that these required amenities are not provided.
