Based on staff interviews, observation, and document review, it was determined the facility failed to meet the definition of a hospital.
The findings include:
On 11/17/2020, the surveyors arrived at the facility on an unannounced visit. Immediately after arriving, the surveyors met with Staff Member #1 (Interim Facility Director), Staff Member #2 (Chief Nurse Executive), and Staff Member #3 (Infection Control Nurse). The staff members were informed of the purpose for the visit and Staff Member #1 immediately stated that the facility is "not primarily engaged as a hospital facility."
An interview with Staff Member #2 (Chief Nursing Executive) evidenced that the facility had no admissions to the acute hospital inpatient beds since the start of COVID-19. On 11/17/2020, the facility had zero (0) acute hospital inpatients. The facility was using one of the four designated acute hospital beds to provide care for one of their skilled nursing patients.
A review of the acute hospital inpatient daily census numbers from 11/1/2019 through 11/17/2020 was conducted on 11/17/2020. This review revealed the average daily census was 0.31. A review of the acute hospital inpatient daily census numbers for 1/1/2019 through 12/31/2019, before the COVID-19 pandemic, was conducted on 11/17/2020. This review revealed the average daily census was 1.24.
A review of the acute hospital inpatient length of stay from 1/1/2019 through 2/28/2020 was conducted on 11/17/2020. This review revealed the average length of stay was 27.2 days.
Based on the timeframes reviewed, the facility failed to meet the average daily census requirement for a hospital. This information was discussed with Staff Member #1, #2 and #3 during the surveyors visit on 11/17/2020.
