Based on observation and document review the facility did not follow the Certificate of Need process in compliance with Title 10, Part 710.1(C)5(ii)(d).
Findings include:
Observation by the Long Term Care sanitarian during a complaint investigation on 10/06/2010 at 11:00AM revealed the boiler room of the hospital was undergoing asbestos abatement in preparation of boiler replacement.
Email from Staff #1 on 10/20/2010 at 9:34AM revealed the boiler replacement project began on 10/01/2010 and is scheduled for completion on 10/28/2010.
The facility did not notify the Department prior to the commencement of this project.
