Based on review of personnel file (PF), and interview (EMP) with staff , it was determined the facility failed to designate a director of respiratory care services who is a Doctor of Medicine or osteopathy with the knowledge, experience, and capabilities to supervise and administer the service properly.
Findings include:
Review of facility job description, " Director of Cardiorespiratory, " Revised Edition 08/2012, revealed " ... Education: Graduate of an AMA approved School of Respiratory Therapy. A bachelor's degree in a related major is highly desirable .... Licensure/Certification/Registration Requirements: Registered by the National Board of Respiratory Care. Certified or Registered Pulmonary Technician. Licensed by the State Board of Medicine or State Board of Osteopathic Medicine. ... "
Review of PF1, on March 29, 2024, revealed PF1 was a respiratory therapist. There was no documentation that PF1 held a Doctor of Medicine or osteopathy degree.
An interview conducted on March 27, 2024, at 10 AM, with EMP2 confirmed PF1 was functioning as the Director of Respiratory Care Services. EMP2 also confirmed PF1 was not a Doctor of Medicine or osteopathy.

An interview conducted on April 4, 2024, at 1:30 PM, with EMP2 confirmed that the Director of Respiratory ' s direct report, who is the Senior Vice President, is not a Doctor of Medicine or Osteopathy.
Interview via email on April 15, 2024, at 1:15 AM, with EMP2 confirmed the facility does not have a direct physician who oversees the respiratory inpatient and outpatient respiratory departments.
