Based on observation, staff interview and administrative policy review, the CAH failed to ensure their total number of available beds for inpatients did not exceed 25. The CAH reported a current census of 10 inpatients.

Failure to ensure the CAH maintained a 25 bed count could potentially result in the CAH's ability to provide adequate care and services.

Findings include:

Observation during a tour of the inpatient care area with Staff A, Registered Nurse Medical/ Surgical Manager, on 2/9/15 at 9:30 AM revealed 23 beds and 3 cribs (total 26 beds), available for inpatient use.

During at interview on 2/9/15 at 9:30 AM, Staff A acknowledged the hospital's total number of beds available for inpatients was 26 including 23 med/surge beds and 3 cribs stored in a room adjacent to the inpatient area.

Review of the administrative policy titled Administrative Overview stated in part... "Palo Alto County Hospital participates in the Swing Bed program, and is licensed to operate twenty-five (25) beds. The 25 beds are used interchangeably between acute and swing bed."
