Based review of facility documents, observation, and staff interview (EMP), it was determined that the facility failed to ensure emergency department (ED) patients were notified of their patient's rights prior to furnishing patient care.
Findings include:
Tour of the facility's ED on February 9, 2011, at 10:15 AM revealed no evidence of the required posting of the Patient's Bill of Rights in the waiting area.
Interview with EMP11 on February 9, 2011, at 10: 20 AM confirmed that the Patient's Bill of Rights information was not provided to ED patients and that this information was only given to patients that were admitted to the hospital.
