Means of Egress - General

Based on observation and staff interview the facility fails to ensure that all means of egress are free of all obstructions or impediments to a full instant use. This deficient practice could impede patients and staff from exiting in the event of a fire or other emergency situation, affecting approximately 20 patients and staff in one of one smoke zone. The facility has a capacity of 20 with a census of 13 at the time of survey.
Findings include:
During the complaint survey on August 26, 2020 the following is observed:
1) 1) Based on interview with Kansas Department of Health and Environment (KDHE) staff and hospital personnel it was confirmed that hospital staff are moving mattresses out of patient rooms at various times during the daytime and nighttime hours into the common area. The mattresses obstruct the egress pathway in the case of emergency, mattresses in spaces open to the egress corridor could create a tripping hazard in the egress path subjecting patients and or staff to injury, smoke inhalation, and injury or death from extreme heat and fire during a fire event.

Suite Separation, Hazardous Content, and Subd

Based on interview, the facility failed to adequately protect the patients in this facility by providing means for certain patients to sleep in an open area and not within a sleeping suite. This deficient practice affects all patients in one of one smoke zone, including the dining room and common area. This facility has a capacity of 20 with a census of 13 at the time of this survey.

Findings include:

During the complaint survey on August 26, 2020 the following is observed:

1) Based on interview with Kansas Department of Health and Environment (KDHE) staff and hospital personnel it was confirmed that patients at risk for fall and that try to get out of their beds on their own are moved into the common room to sleep on a mattress on the floor. The hospital staff are moving mattresses out of patient rooms at various times during the daytime and nighttime hours into the common area for patients to sleep preventing the patients from being protected by noncombustible or limited-combustible construction with a fire rated door subjecting them to smoke inhalation, and injury or death from extreme heat and fire in the event of a fire emergency. Hospital sleeping suites are constructed of the noncombustible or limited-combustible construction to provide the separation of sleeping rooms and protection for the patients.
