Based on record reviews and interviews, the hospital failed to ensure the chief executive officer (CEO) appointed by the governing body was responsible for managing the hospital as evidenced by failing to ensure patients received care in a safe setting as evidence by having a system in place for monitoring staff related to the consumption of alcoholic beverages during the Hospital Week Festivities crawfish boil.

Findings:

Review of the "Governing Body Bylaws" presented by S1Administrator revealed Objectives:
1) to be legally responsible for the hospital and thereby to provide all governing functions of and for the hospital located in Allen parish, city of Kinder, Louisiana and to be responsible for all hospital services provided.
2) to ensure the hospital is adequately staffed by eligible, licensed, certified, and/or appropriately trained candidates and/or professionals to meet the health care needs of the patients.

Review of the hospital census document for 05/13/22 revealed a total of 20 patients in the hospital.

In an interview on 07/05/22 at 11:38 a.m., S1Administrator stated that during Hospital Week on Friday 05/13/22, the hospital provided all staff with a catered crawfish boil, games, and daiquiris from a local daiquiri shop. S1Administrator stated that staff who were on the clock during the festivities were able to obtain a daiquiri in a closed container and place in a refrigerator until the staff was off duty. S1Administrator further stated that she was not aware of any staff on duty drinking during work hours, but was unable to physically monitor everyone.
