Based on observation, medical record (MR) review, and interview, the facility failed to ensure the Parents' Bill of Rights was publicly displayed, and that patients and/or their representatives were provided a copy.
This failure denies patients and/or their representatives information about their rights.
Findings include:
During a tour of the facility's Emergency Department (ED) on 5/25/21 between 10:30 AM and 12:15 PM, the Parents' Bill of Rights was not posted at the main entrance or in the waiting areas. These observations were confirmed by Staff D (Director of ED), at the time of observation.
In three (3) of three (3) MRs [Patients #3, #10, and #11], no evidence that parents had received and/or signed for a copy of the Parents' Bill of Rights.
Per interview with Staff J (Director of Patient Access) on 5/25/21 at 2:15PM, a copy of the Parent's Bill of Rights is only given to inpatients when admitted to the hospital.
During interview with Staff A (Chief Nursing Officer) on 5/25/21 at 3:00PM, Staff A acknowledged this finding.
