Based on interview and document review the Critical Access Hospital (CAH) failed to develop a plan to ensure adequate water availability in the event of an emergency. This had the potential to affect all patients, staff and persons who come to the CAH.
Findings include:
Review of the facility Emergency Water Contract dated 9/23/14, indicated water was obtained from a private vendor. The contract read, "This water conditioning firm agrees to provide such emergency supplies of water as would be needed in the event of a natural disaster, water shortage, or contamination or eventuality resulting in the loss of suitable water service to Sanford Jackson Medical Center." The contract lacked reference to the amount of non-potable and potable water required in the event of loss of water and failed to address a plan in the event of a disruption in supply (e.g. disruption to the entire surrounding community).
During interview on 4/7/15, at 10:40 a.m. maintenance (M)-A verified the contract with the private vendor dated 9/23/14, lacked reference to the amount of non-potable and potable water required in the event of loss of water and failed to address a plan in the event of a disruption in supply.
