Based on visual observation and record review revealed the facility failed to provide storage batteries for the generator with electrolyte levels that could be checked for specific gravity weekly. Maintaining these batteries ensures generator readiness in case of a emergency. This deficient practice has the potential to affect 10 of 10 residents if not corrected.
Findings: During facility tour on 10-2-14 and 10-3-14 observation of the generator set revealed maintenance free batteries were installed. This type of battery has cells which cannot be opened to inspect electrolyte levels. NFPA 110 8.3.7 and NFPA 99-3-4.4.1.3 require batteries which acid levels can be measured weekly with a hydrometer for specific gravity.
During interview, the facility director stated he was not aware maintenance free batteries were not acceptable for use.
8.3.7* Storage batteries, including electrolyte levels or battery
voltage, used in connection with systems shall be inspected
weekly and maintained in full compliance with manufacturer ' s
specifications.
8.3.7.1 Maintenance of lead-acid batteries shall include the
monthly testing and recording of electrolyte specific gravity.
Battery conductance testing shall be permitted in lieu of the
testing of specific gravity when applicable or warranted.
8.3.7.2 Defective batteries shall be replaced immediately
upon discovery of defects.
