Two-story buildings of Type V (000) construction used for health care occupancies are not permitted. 19.1.6.1
Sections of health care occupancies shall be permitted to be classified as other occupancies in accordance with the separated occupancies provisions of 6.1.14.4 and either 19.1.3.3 or 19.1.3.4. 19.1.3.2
Where separated occupancies are provided, each part of the building comprising a distinct occupancy shall be completely separated from other occupancies by fire-resistive assemblies. 6.1.14.4.1

Based on observation, the facility failed to provide a construction type permitted for health care occupancy.
Observation determined the 2-story, east administration wing was Type V (000) construction and was not sprinklered. The use of this wing can be classified as a business occupancy. The central core health care occupancy was Type II (000) construction. There was not a continuous 2-hour fire resistive-rated assembly providing occupancy separation between the east administration wing and the central core.
Failure to meet the required construction type increases the risk of death or injury due to fire.
This deficiency affected the entire facility.
