Based on observation and staff interview conducted on 9/6/16, it was determined that the facility failed to conspicuously post signage, specifying the rights of individuals under section 1866 of the Act with respect to examination and treatment of emergency medical conditions and women in labor.

Findings include:

1. Observation of the Emergency Department (ED) main entrance, the ED ambulance entrance, and the main entrance to the hospital revealed no signage posted.

2. Observation of the ED waiting room revealed signage posted in an area that is not easily read from where all patients are seated.

3. Observation of Triage II revealed no signage posted.

4. Observation of Fast Track revealed no signage posted in Bay #5, #6, #7, and #8.

5. Observation of the Labor and Delivery ED main entrance revealed no signage posted.

6. Staff #1 and Staff #2 confirmed the above findings.

DELAY IN EXAMINATION OR TREATMENT

Based on observation, staff interviews, review of facility website, and review of facility documentation, it was determined that the facility failed to ensure a reasonable registration process for patients seeking treatment, unduly discouraging individuals from seeking emergency medical treatment.

Findings include:

1. Upon interview, Staff #14, Patient Registration for the Labor and Delivery Emergency Department (ED), revealed the following:

a. When patients arrive, they are asked to provide identification, date of birth, and insurance cards.

b. If time permits, a full registration is completed.

(i) This is a possible deterrent to individuals seeking treatment, unduly discouraging patients from coming in to the Labor and Delivery ED for evaluation/treatment.

2. Upon interview, Staff #1 and Staff #2 stated that patients can no longer register online to make an appointment for the ED. Staff #18 stated the InQuicker program ended on August 29, 2016.

a. However, on 9/6/16, a State surveyor was able to access the Care Point Health website in the presence of Staff #1. When prompted to: "Select your-check-in time" the following statement comes up: "No Upcoming InQuicker times available."

(i) This is a possible deterrent to individuals seeking treatment, unduly discouraging patients from coming in to the ED for evaluation/treatment.

3. Staff #1 and Staff #2 confirmed the above findings.
