Based on interview and record review, the hospital faile to ensure compliance with §42 CFR 489.24, Special Responsibilities of Medicare Hospitals in Emergency cases citing 1 of 20 Patients (Patient #1), in that,

Patient #1 who presented to the facility seeking care on 1/22/2022 was not found in the facility's central log.

Based on observation, record review, and interview, the facility failed to maintain a central log on each individual who comes to the emergency department, as defined in §489.24(b), seeking assistance and whether he or she refused treatment, was refused treatment, or whether he or she was transferred, admitted and treated, stabilized and transferred, or discharged citing 1 of 20 Patients (Patient #1), in that,

Patient #1 presented to the emergency room on 1/22/2022 seeking assistance and the facility did not log the visit on the Central Log.

Findings

The facility's "Central Log" for 1/22/2022 did not document Patient #1's visit. The patient was not logged in any form.

The facility did not have a Medical Record for Patient #1's visit on 1/22/2022.

During an interview on 4/06/2022 at 11:40 AM, Personnel #1 confirmed the findings and stated Patient #1 refused to give information to register her and left without permitting a screening exam.

During a Teams meeting on 4/07/2022 at 3:50 PM, Personnel #1 played the video of the lobby and the registration office on the 1/22/2022 visit by Patient #1.

The facility's policy required the logging of all presenting patients.
