Based on observation and staff interview, the facility fails to assure that temporary egress, due to construction, has been reviewed and approved by the authority having jurisdiction. This deficient practice results in the exit path from a stair tower going through a heavy construction area beyond the exit discharge. All patients and visitors of the hospital could be affected.
FINDINGS INCLUDE:
During the inspection on 2/19/2013 at approximately 9:00 AM the following is noted:
1) The egress from the stair tower above the construction area exits immediately into the construction area of what will be the new cafeteria. Based on interview, Facility Staff A states that the hospital based that exit plan on requirements of the inspector during an accreditation inspection last week. The discharge path is under scaffolding utilized as overhead protection though only plastic is installed on the sides of the walkway, and incomplete where installed. During the inspection, steel cutting, grinding and welding is noted in the immediate area. The facility was informed during a site consultation on February 13, 2013 that temporary egress plans had not been submitted.
Facility Staff A and Construction Staff A and B were present and acknowledged these findings.
NFPA STANDARD: 2000 Edition, NFPA 101, 19.7.9.2, "The means of egress in any area undergoing construction, repair, or improvements shall be inspected daily for compliance with 7.1.10.1 and shall also comply with NFPA 241, Standard for Safeguarding Construction, Alterastion, and Demolition Operations."
