A. Based on review of Hospital Bylaws, Rules and Regulations, and staff interview, it was determined the Hospital failed to indicate who could conduct the Medical Screening Examination. Please refer to A2406.

A. Based on Hospital Bylaws, Rules and Regulations, and staff interview, it was determined the Hospital failed to indicate who could conduct the Medical Screening Examination to patients who presented to the Emergency Department.

Findings include:

1. The current Hospital Bylaws, originally approved on 08/25/88 (last revised on 01/27/11), Rules and Regulations (last revised 12/01/10) were reviewed on 10/13/11, it does not stipulate who can conduct the Medical Screening Examination (MSE) on patients who present to the Emergency Department.

2. The above finding was verified with the Nurse Executive on 10/13/11 at 1:00 pm.
