Based on visual observation the facility failed to provide free egress from all required exits. Access to an unobstructed exit provides occupants with a sense of security to remain calm when an emergency occurs.
Findings:
During the facility tour on June 1, 2021 between the hours of 11:15 a.m to 11:45 a.m. and on June 2, 2021 between the hours of 12:30 p.m. to 1:30 p.m. it was observed that the first floor western most exit door within the stairwell nearest Giuffrias Avenue had a egress side keyed deadbolt secured in the locked position. The exit door lacked free egress at time of survey.
LRS 40:1583 No persons shall bolt, lock, obstruct, or block any exit or any passageway, or permit anyone else to do so, while the structure, watercraft, or moveable is in use for public assemblage.
The interview with the office manager revealed the facility was not aware that the first floor stairwell exit door located nearest Giuffrias Avenue is required open for occupant free egress purposes during hours of operation.
