A complaint survey was conducted by the OSFM on 9/4/2020. During the complaint survey, it was observed Labette Health has allowed construction to begin on the hospital without providing a code footprint to the Office of the State Fire Marshal prior to the start of construction for the review and approval to ensure that all life safety code requirements are met. At the time of the complaint survey, the facility had capacity of 99 patients with a census of 11 patients.
Findings include:
During the complaint survey conducted on 9/4/2020 at approximately 4:00 P.M., it is observed:
1) Based on staff interview and observation, construction has been started on the emergency department at Labette Health. There is no documentation of submittal of a code footprint by hospital staff or by the contracted construction company. Prior to construction start, a letter is required to be submitted to KDHE and OSFM with a code footprint for review.
Staff Members from Murray Company, Labette Health, and the City of Parsons, KS were present and acknowledged the deficiency.
Review of the following NFPA Standard revealed: The authority having jurisdiction shall be authorized to require design submittals to bear the stamp of a registered design professional. 2011 NFPA 101, 4.6.1.4.3.

Failure to maintain the means of egress could result in a delay in evacuation from the building in the event of an emergency. At the time of the complaint survey, the facility had capacity of 99 patients with a census of 11 patients.
Findings include:
During the complaint survey conducted on 9/4/2020 at approximately 4:30 P.M., it is observed:
1) Two egress doors were identified during the tour that required overhead protection beyond the exit discharge; one on the North side and one along the East side. Both exits have existing concrete walks, however, at the north stairway egress exit sidewalk, the sidewalk is not extended to the east to provide for connection of the existing hard surfaces. Both exits had construction activity occurring with no overhead protection.

Review of the following NFPA Standard revealed: The means of egress in any area undergoing construction, repair, or improvements shall be inspected daily for compliance with 7.1.10.1 and shall also comply with NFPA 241, Standard for Safeguarding Construction, Alteration, and Demolition Operations. 2011 NFPA 101, 18.7.9.2.
Review of the following NFPA Standard revealed: Means of egress shall be continuously maintained free of all obstructions or impediments to full instant use in the case of fire or other emergency. 2011 NFPA 101, 7.1.10.1.
