Bringing transparency to federal inspections

Based on document review and interview, the facility failed to ensure a registered nurse supervised the care provided to a patient in regards to intravenous insertion in 1 instance.
Findings include:
1. Facility policy titled, "Peripheral Intravenous Therapy", policy number IVT 14.01, indicates a licensed nurse initiates intravenous (IV) therapy with physicians order. This policy was last revised in 03/2023.
2. In interview on 5/10/2023 at approximately 10:30 am & 11:05 am with RN # 2 indicated the concern of emergency department (ED) technicians (Tech) starting IV's had been brought to the attention of a previous ED manager. RN # 2 confirmed that ED Techs are not permitted to start patient IV's.
3. In interview on 05/10/2023 at approximately 10:40 am with RN # 3 confirmed that an emergency department technician (ED Tech) is not allowed to start patient IV's.
4. In Interview on 06/06/2023 at approximately 6:15 pm with Tech # 3, indicated that he/she did start one (1) IV on a patient in H # 2's emergency department, indicated this action was during a blood draw, was under the impression this was ok to do. This IV start was not documented, no RN was present and it occurred around fall/winter of 2022.
5. In interview on 06/06/2023 at approximately 6:25 pm with RN # 4, indicated that 1 IV start by an ED Tech was reported to him/her. In turn this was reported to the previous ED Manager.
