Based on document review and interview the facility failed to maintain the emergency generator in accordance with NFPA 110, Standard for Emergency and Standby Power Systems, 1999 edition. This was evidenced by failure to provide documentation of testing of the temporary emergency generator. This has the potential to cause the emergency generator not to function in the event of an emergency. This affected 6 patients in the acute hospital and 21 in the SNF portion of the facility.
Findings:
On April 13, 2010, at 12:15 p.m. during an interview with staff 1, regarding the emergency generator it was stated that on March 27, 2010 the staff was conducting the weekly testing of the emergency generator and after 6 minutes the generator shut down. All staff were notified that the emergency generator was not functioning, no surgeries were conducted and the facility had no patients on life support.
Staff 1 stated that they had a temporary emergency generator delivered and was running by 6:30 p.m. on March 27, 2010.
On April 13, 2010, at 12:38 p.m., the Weekly Emergency Generator Log was reviewed. On March 27, 2010 the log indicated that the generator was being testing and after 6 minutes the generator shut down.
At 12:43 p.m. the logs for testing/inspections of the temporary emergency generator were requested for the weeks of March 28 - April 3, 2010 and April 4 - 10th, 2010, staff 2 stated that no testing of the temporary generator had been done, that it was tested on March 27, 2010 after the vendor had installed the generator.
