Based on document review, the facility failed to follow their policy related to transporting of patients by security personnel for 1 of 20 medical records reviewed (Patient #1).
Findings include:
1. Facility policy titled "Security Vehicles" last reviewed/revised 8/2022 indicated the following: "POLICY STATEMENT...to establish guidelines and procedures governing the operation and use of Security Vehicles. Security Vehicle Use: II. The authority granted to Security Personnel by the Ministry to perform security duties, including use of Security Vehicles, does not extend beyond Ministry Property. VIII. Security Vehicles must not be used to transport patients in need of medical services. Patients in need of medical services must be transported by ambulance or appropriate medical transportation. IX. Security Personnel must not allow individuals not authorized by the Ministry or otherwise prohibited...in a Security Vehicle..."
2. A review of Facility #1's Security Log for August 2022 indicated an entry by A7 (Security Officer) dated 8/27/22 at 2:15 a.m. indicated the following: "Discharged [Patient #1] approached me and stated that although [he/she] had just been discharged, [he/she]...wanted to seek medical attention at [Facility #2]. I phoned local police department dispatch and they stated that since [he/she] was still on [Facility #1's] grounds, they could not send an ambulance to transport [him/her]. When I informed [Patient #1], [he/she] asked if I could take [him/her] to the gas station...so [he/she] could call off-grounds...so I dropped [him/her] off at the gas station."
