Based upon interview and document review the facility failed to have a Chief Nursing Office (CNO) for the operation of nursing services resulting in the potential for poor outcomes of the quality of patient care provided by the nursing service. Findings include:
On 11/7/2018 at 0945 it was revealed the interim CNO had been assigned to a sister facility located out of state. Staff B, the Chief Executive Officer, was queried when the interim CNO would be available to be interviewed. Staff B responded, "she has been moved to another facility which is out of state." Staff B was then asked who was assuming the position at the current time until the interim's return or the position had been filled. Staff B responded, "we currently have the CNO from another hospital coming from another facility to help but he is not assuming the role."
On 11/8/2018 at 1300, a review occurred of the document titled "Job Description - Chief Nursing Officer", dated 3/21/2016. According to the document the position of CNO includes, "21. Meets with all new patients in timely way...22. Conducts daily clinical rounds on all patients."
