Based on a review of documentation and discussions with the maintenance supervisor and plant operations manager during this onsite investigation on 11/23/2010, it was noted that there was no medical gas area alarm for the branch lines serving the Emergency Department as required by NFPA 99(2002)5.1.12.3.5.2.

Based on a review of the documentation during this onsite investigation on 11/23/2010, it was noted that the Master Alarm panels for the medical gas system, did not meet the requirements of NFPA 99(2002) 5.1.9.2., as follows;
(1) The master alarm panel located in the Plant Operations Office was installed in April, 2010. the installation was not complete, and the panel had not been certified by a qualified third party verifyer. there was no alarm for "low pressure on the reserve oxygen level" as required.
(2) The master Alarm panel located at Registration lacked alarms for oxygen, medical air, nitrous oxide, or vacuum. It only monotors CO2 levels and pressures in piping.
